I. Introduction to the Energy Consumption Monitoring System:
The Energy Consumption Monitoring System utilizes computer technology, communication technology, and measurement technology, employing instruments, communication devices, and computer software/hardware to achieve functions such as energy consumption data collection, statistical analysis, remote management, and centralized monitoring for building water, electricity, cooling, heating, and other energy sources. It helps buildings plan and utilize energy rationally, reduce energy consumption, and improve economic efficiency.
The energy consumption system is designed in accordance with relevant guidelines for energy consumption monitoring systems in state organ office buildings and large public buildings. It is a standardized energy consumption monitoring system suitable for new construction, expansion, renovation, and energy-saving retrofits of civil buildings, enabling energy monitoring and green categorized sub-item metering.
It requires support for B/S architecture, scalability, flexible module configuration, and the ability to communicate and upload data to third-party or upper-level intelligent platform systems.
The system adopts a hierarchical distributed design structure of "field device layer - communication network layer - monitoring management layer."
Field Device Layer: Composed of intelligent multi-loop multi-function energy monitoring instruments, remote water meters, heat meters, and various types of collectors, responsible for on-site energy consumption data collection and preprocessing before uploading data via the network layer.
Network Communication Layer: Composed of communication management machines, network switches, communication media, etc., responsible for protocol conversion and uploading data to the data center.
Monitoring Management Layer: Composed of monitoring hosts, monitoring software, UPS power supplies, printers, etc., responsible for data parsing, analysis, management execution, and operations related to energy consumption monitoring rules.

II. System Technical Specifications
1. The energy consumption monitoring subsystem must have the capability for long-term continuous and stable operation, with interfaces for linking to other systems.
2. The data retention period for the energy consumption monitoring subsystem should be no less than three years.
3. Capable of collecting multiple categories of energy consumption data (electricity, water, natural gas, centralized heating, centralized cooling, coal, liquefied petroleum gas, artificial kerosene, gasoline, kerosene, diesel, renewable energy, other energy sources, etc.).
4. Sub-item energy consumption for electricity is divided into four categories: lighting and socket electricity, air conditioning electricity, power electricity, and special electricity.
5. The energy consumption monitoring subsystem undergoes an audit every 12 months.
6. The collection frequency for sub-item energy consumption data ranges from 15 minutes to 60 minutes and is adjustable.
7. Hourly categorized energy consumption data and sub-item energy consumption data for buildings are aggregated and processed from the original data of each monitored building at one-hour intervals.
8. Data display includes: basic building information, energy consumption monitoring status, energy consumption categorization and sub-item details; hourly raw reading data lists for each monitored branch; hourly, monthly, and yearly energy consumption values for each monitored branch (lists and graphs); various related energy consumption indicator charts; comparisons of related energy consumption indicators for individual buildings with similar reference buildings (e.g., benchmark values, averages, etc.) (lists and graphs).
9. Meter specifications: accuracy class for active power not lower than 1.0, reactive power not lower than 2.0, current transformer accuracy class not lower than 0.5.
10. Cold/heat meters comply with the regulations of CJ 128 "Heat Meters."
11. Water meter specifications: accuracy class not lower than 2.0.
12. Data collector specifications: sub-item energy consumption raw data is uploaded every 15 minutes; non-sub-item energy consumption data is uploaded every hour; data packets should be encrypted before remote transmission.
13. Capable of synchronizing time with the municipal energy consumption monitoring data center via NTP/SNTP protocol.
III. Building Energy Consumption Metering
1. Water Energy Consumption Metering Design
Water energy consumption metering can reserve interfaces for data collectors;
This energy consumption data is automatically uploaded to the collector via M-BUS bus.
2. Electricity Energy Consumption Metering Design
Metering for the 0.4kV low-voltage system in the substation;
Floor lighting AL boxes and air conditioning K boxes are metered up to the floor main box,
Standby generator fuel consumption, etc., are uploaded manually;
Reserve interfaces for the 10kV high-voltage system in the substation;
Electricity energy consumption data is automatically uploaded via RS485 bus.
3. Heating and Cooling Energy Consumption Metering Design
This project reserves data collector interfaces for air conditioning cold/heat metering;
In principle, cold and heating energy consumption metering is set at the central air conditioning cold and heating main pipelines,
Cold and heating energy consumption data is automatically uploaded to the collector via MODBUS bus.
